
The Japanese Diet (parliament) has begun discussing situations where concerts given abroad by performing artists are subjected to taxation in their home countries as well as the countries where performances are held. The situation, which can arise even when the two countries involved have concluded tax treaties, is seen as an obstacle to artistic activities and cultural industries.
At a meeting of the House of Councilors' Economic-Industrial Committee on March 20, Ms. Akira Matsu (Komei), called for the abolition of the system as discriminatory against artists and performers. In response, the Minister of Economy, Trade and Industry, Mr. Akira Amari (Liberal-Democratic) promised to give the matter urgent consideration.
In a related matter, Ms. Matsu said there is a problem with artists not being able to give concerts on visas issued for artistic activities. A Justice Ministry official promised to look into the relevant issues.
It is hoped that progress will be made toward clearing away legal problems affecting artistic concerts.
