In 1936, while studying in the Osaka Music School Preparatory Course, he realized the importance of music management.
From 1941, he worked for the Japan Association of Music Culture and put his efforts into promoting music culture during the war. Soon after the war, he established The Noguchi Music Management Office. In 1947, he was involved in the formation of The Kansai Symphony Orchestra and became the head official of the Orchestra, serving as Mr. Takashi Asahina's right-hand man. Later on, he became the Director and Chief Manager of the Kansai Symphony Orchestra Association and held that position for 40 years, managing the Orchestra's (the present Osaka Philharmonic Orchestra) domestic and overseas concerts. He became the Manager of The Kansai Opera founded in 1949 and brought up many opera singers as well as producing operas himself. He played an important role in incorporating The Kansai Opera into The Kansai Foundation of Arts and Culture in 1990. From 1954 untill now, he has been issuing the only music journal in Kansai, The Kansai Ongaku Shimbun. Other than what has been mentioned here, he served as an executive director of youth orchestras, many art-cultural groups and local foundations as well as a member of the executive committee for numerous events.
